Accra is 1 hours behind Sweden
Neither place observes daylight saving time at that moment, so the difference follows standard time.
How is a time difference calculated?
Every place has an offset from UTC, the world's shared reference time. Sweden is UTC+1 in winter and UTC+2 in summer. The time difference is simply the gap between two places' offsets at the same moment.
Why does the time difference change during the year?
Countries switch to daylight saving time on different dates, and many don't switch at all. The USA changes its clocks a few weeks before Europe in spring and a week later in autumn. During those weeks the difference to New York is five hours instead of six.
What about the southern hemisphere?
In Australia and New Zealand, for example, it is summer while we have winter. Daylight saving runs there from October to April, so the difference to Sweden can change by two hours between seasons.
Why are there half-hour time zones?
Some countries, such as India (UTC+5:30) and Nepal (UTC+5:45), use offsets that are not whole hours. That is why a time difference can sometimes be, say, 4.5 hours.
